Starting on May 9, 2024, shopping centers in Mexico City must comply with new provisions under the Construction Regulations for the Federal District (the "New Provisions"). These reforms aim to improve delivery logistics, enhance the consumer experience, and contribute to urban mobility.
Among the main modifications to the regulations, it is established that shopping centers must provide parking spaces within their premises, exclusively and free of charge, for bicycles and motorcycles used by delivery service personnel who deliver products via digital platforms.

However, the New Provisions do not specify the dimensions, number, location, or other details of the parking spaces for bicycles and motorcycles, as well as for the storage spaces to be provided in the shopping centers.
The New Provisions include the requirement to digitally submit necessary documents, such as plans and/or architectural projects, for the installation of solar energy systems in new construction projects in the city. They also facilitate, by managing everything through a digital platform, the execution of minor repairs and improvements on secondary public roads near shopping centers and the installation of telecommunications infrastructure. This administrative simplification includes the digitization of procedures such as alignment requests, construction licenses, and notices of project completion.
The New Provisions result from an agreement signed in February 2022, in which the Government of Mexico City reached a collaboration agreement with the Association of Real Estate Developers (ADI), in the presence of representatives from digital platforms like Uber, Rappi, and Didi.
