Fernando has experience in administrative law and regulatory matters related to infrastructure projects and public private partnerships, as well as in the telecommunications sector in Mexico, where he has participated in multiple projects, including its development and supervision of compliance with regulatory obligations before governmental entities.

Likewise, Fernando has counseled both private companies in its participation in public tenders, as well as governmental entities in charge of such proceedings. In particular, Fernando has been involved in multiple administrative procedures related thereto before federal and local authorities throughout the entire process and until its conclusion.

His experience includes public tenders in relation to public procurement, long term services agreements with public entities, and concession titles for the exploitation of public assets and/or the provision of public services.
