On January 13, 2025, the President of Mexico introduced “Plan México”, a strategy aimed at fostering the country’s industrialization and economic development. This plan seeks to implement a series of measures designed to attract investments, strengthen supply chains, promote innovation, simplify administrative processes, and encourage investments aligned with ESG standards.
As part of this strategy, “Plan México” identifies key sectors to consolidate the country's economic development and competitiveness, including:
• Automotive and electromobility
• Semiconductors
• Pharmaceuticals and medical devices
• Textile and footwear
• Aerospace
• Chemicals and petrochemicals
• Consumer goods
• Agribusiness
• Infrastructure
• Energy
To achieve these objectives, the plan proposes a series of actions, among which the following stand out:
• Tax incentive schemes and investment promotion
• Development of industrial hubs and strategic corridors
• Rules for energy consumption and private sector participation
• Administrative simplification and digitalization
• Public-private partnerships in infrastructure
Below are some of the main actions included:
- IMMEX 4.0: The plan aims to modernize the export manufacturing scheme by consolidating VAT and excise tax certification processes with the IMMEX Program to halve the time required to start new operations.
- Nearshoring Decree: The initiative proposes an accelerated tax depreciation scheme for investments in new fixed assets, applicable across all industries, with projected validity through 2030.
- Development Bank Funds: The plan proposes the creation of financing schemes with preferential rates for SMEs linked to anchor companies in key sectors of the economy.
- Development Poles Decree: The plan intends to establish at least one industrial hub in each strategic corridor, such as the Isthmus of Tehuantepec and the Yucatán Peninsula, offering tax incentives, special customs regimes, and digital facilities to streamline procedures.
- Energy Infrastructure: The plan envisions significant investments in renewable energy infrastructure, including generation, transmission, and distribution projects.
- Transportation Infrastructure: The plan outlines public investments in roads, rail networks, ports, airports, and urban mobility systems designed to support industrial zones, all in partnership with the private sector through public-private partnerships.
- Water Infrastructure: The initiative foresees the issuance of regulations focused on water concessions and modernizing irrigation systems. Public and private investments in water infrastructure projects are also anticipated.
- Private Participation in Energy Generation: The plan includes the publication of schemes aimed at promoting private participation in energy generation, including mixed schemes with Pemex related to cogeneration, wind energy, geothermal energy, lithium, and hydrogen.
- Capacity Expansion and Energy Project Streamlining: The plan also seeks to expand natural gas storage capacity and simplify permits for strategic energy projects.
- National Digital Investment Platform: This initiative aims to centralize investment-related procedures to reduce project authorization times from 2.6 years to one year.
- National Simplification and Digitalization Law: A legislative initiative will be proposed to streamline and digitize administrative procedures across various sectors.
