Luis is a specialist in labor matters, with extensive experience in consulting, litigation, labor mediation and social security.

His practice focuses mainly on providing advice to the employer sector of various national and foreign business groups and investors representing the economy of our country, developing preventive and corrective strategies for the improvement of employer-employee relations and the reduction of risks derived from possible labor contingencies that arise in the sources of work, in the same way it has participated in employees’ termination proceedings of senior managers of high-end companies.

On January 28, 2026, the Federal Electricity Commission (“CFE” per its acronym in Spanish) published the Guidelines for Mixed Development Schemes (the “Guidelines”) in the Official Gazette of the Federation. The Guidelines establish the minimum content of mixed investment agreements, the selection procedures for the participation of private parties in mixed development schemes, and the selection procedure for the migration of permits under the Electric Power Public Service Law (“LSPEE” by its acronym in Spanish).

Mexico’s Ministry of Anti-Corruption and Good Governance (Secretaría Anticorrupción y Buen Gobierno – SABG) has announced the launch of a dialogue process aimed at updating the regulatory framework governing the protection of personal data held by private parties. The stated objective is to align Mexican law with international standards and to strengthen preventive compliance mechanisms.

On January 19, 2026, the decree enacting the General Circular Economy Law (the “LGEC”) and amending and supplementing various provisions of the General Law of Ecological Balance and Environmental Protection (the “LGEEPA”) and the General Law for the Prevention and Integral Management of Waste (the “LGPGIR”) was published in the Official Gazette of the Federation.
